
Spill Prevention Control and Countermeasure (SPCC) Plans are typically required of commercial/industrial facilities which store, use or otherwise handle bulk volumes of petroleum-based products. SPCC Plan requirements are outlined in various sections of the Code of Federal Regulations (CFR), most specifically in 40 CFR, Parts 260-280 (hazardous waste storage, handling and disposal regulations); 40 CFR, Part 112 (oil pollution prevention regulations); and 29 CFR (hazard communication regulations).
The principal purpose of an SPCC Plan is to minimize the potential for an unintended release of hazardous/petroleum-based product to the environment. Other elements of a well designed plan include (1) an accurate chemical/product inventory; (2) a description of training activities designed to acquaint employees with the nature of and potential hazards associated with regulated substances present at the facility; (3) a plan which will be implemented as a response to an accidental release of regulated product.
Typical activities/tasks completed as part of SPCC plan preparation include:
Evaluate/verify that the facility is regulated and required to maintain a SPCC Plan
Prepare a current/accurate inventory of all petroleum-based products stored/used at the facility
Consult directly with the facility to prepare a written SPCC Plan, which identifies all regulated products; quantifies such
products; identifies storage methods/locations of such products; and describes steps that will be taken to respond to an
accidental release of product to the environment
